     So, based on the previous year statistics you have the lower chances of getting a seat in Osmania University, that too Electronics and communication engineering is highly impossible. Since, you have a very good rank ,i personally recommend you to seek admission in Jawaharlal Nehru technological university, Hyderabad. Here, you can get admission in many branches sucha as Electronics and communication, Computer science, Mechanical, etc.., So, don't worry and attend the counselling sessions and decide accordingly.

Firstly, congratulations for this score!! Coming to your question, well yes it is highly possible that you can get admission in Osmania University. Just the little indeterminacy comes because no one can certainly tell about the marks vs rank analytics. It changes every year because the level of difficulty and  the aptitude level of students is different from that of the previous years. The cutoff list is on the basis of rank. Still keep your hopes high, as you can make through it.

Sorry your rank is too low to get you any of the top colleges even if you have home state category of any of the cast category , please try some other private colleges to get admission

Chemical engineering is a good branch. It is also a core branch. Now coming to your question, you have asked whether you will get placement or not . Placement mostly depends on the candidate and the training placement cell of the college. If you would have mentioned your college, I could present you the previous years placement records of your college. I would suggest you to work hard on learning essential skills, improve your communication skills and you will surely get placement.

3) Memorandum of Marks of Degree or its equivalent /Intermediate or 10+2 

4) Memorandum of Marks of SSC or its equivalent 

5) Study Certificate from 9th class to graduation / 6th class to Intermediate 

6) Residential Certificate for preceding 7 years of the qualifying examination i.e., Graduation / Intermediate in respect of candidates who had private study without any institutionalised education 

7) Integrated Community Certificate issued by the competent authority in case of SC/ST/BC

candidates 

8) Residence certificate of father or mother for a period of 10 years in Andhra Pradesh excluding the period of their employment outside Andhra Pradesh from M.R.O./Tahsildar in case of Non-local candidates
