If talking generally bits Hyderabad campus is a lot better than vit vellore. Vit has a bit lower value than bits in all aspects. Even BITS have more brand value and good procedure for the placement and all.

Honestly with a rank of 19k, both vellore and chennai are done with their seats .
Based on the usual trend Cse at vit vellore closes by a rank of 5500 and at chennai it closes by 11k at the maximum.So your chances are minimal.However you are eligible

Well dear If you want to leave after couselling then they will deduct Rs.10,000 for sure as counselling fee.
And the rest should be back,
If they don't deduct your hostel fees because at times its also deducted.You will get back the rest
It is better to go for B.tech rather than doing an integrated course. Post completion of B.tech you might consider working for sometime before choosing your field of specialisation. The cutoff varies every year depending on the factors such as No. of candidates appeared, Difficulty level of the exam, Performance of the candidates etc. As per the previous year cutoff, the chances are less to get a seat for CSE branch in VIT Vellore.

its really sad that because of your illness you cannot give the exam. see vit only give admission to candidates according to VITJEEE rank . so if you have a jee main rank you cannot get admission in vit.

College Infrastructure
Collage has good infrastructure with all the necessary facilities and equipment, classrooms use presentations to make learning easy, facilitate such as library are always open, hostels are well maintained and also provide WiFi.
