According to your rank in VITEEE 2019 ,you have no chance to get seat in computer science engineering and IT  in VIT vellore or VIT Chennai campus as both have their closing rank under 20000.

Dear Aspirant, VIT University does not accept JEE Mains scorecard for its counseling process. To be eligible for the same you need to give VITEEE exam then only you will be eligible to apply at VIT University. Hope it helps!!

To get admission in VIT Vellore ,Chennai and Bhopal campus you need to appear for VITEE examination which will be conducted by Vit itself.

With JEE mains rank you can get admission in Nits only. You cannot get admission in VIT Vellore, Chennai and Bhopal through Jee mains

12000 rank in VITEEE is a pretty decent rank.
The branches that you can get in different campuses are:-
1) VIT Vellore:- You can get all branches except for CSE( closes at 7000 ) and probably IT ( closes at 12000)
2) VIT Chennai:- You can get all

At this rank you might not get a call for counseling of Vellore Institute of Technology. You should consider giving another attempt next year so as to ensure that you land into the branch of your choice.
