VIT will offer100% fee waiver for total four years of your engineering for students who are state and central board toppers and also apart from this two more toppers  from government schools in rural areas,who will appear in VITEEE exam shall be awarded full exemption from total fees.And

Hi Ramachandra I would like to inform you that in simple words in VIT your tuition fees will depend upon your rank and the stream you're choosing as if you're going for on demand streams like CS fees is higher and in accordance to this tuition fees ranges from Rs.1,63,000-Rs.4,95,000

VITEEE being an entrance test of an private university does not provide any relaxation in percentage of candidates of any caste. Also it does not provide any relaxation in fees. If you come top rankings of VITEEE you will get some amount of scolarship.

if you are gate qualified and studying mtech in VIT, you get stipend on semester basis for up to 2 years for M.Tech students.A stipend of INR 12,400 per month is provided to for 8 hours of work per week  you have to do at least 8

As you have mentioned above that you have scored 30 to 40 marks in the VIT examination with a PCM mark of 50, there is a slightly fair possibility that you would be possible.
