Many states have good government engineering College so their cut-off is high where as other have low cut-off.

Sorry it is very difficult that you could qualify the jee mains ,since the expected cutoff for SC category is still not declared,it is hard to know the cutoff for sc.
You need to score atlest 70 percentile to get into the NITs.
