This is because,
NEET is not mandatory for bsc nursing.
It's just that nursing colleges are free to choose NEET as their entrance examination but as of now only a few nursing colleges like BHU, JIPMER, IPU etc

- General Nursing Midwifery(GNM) of 3 years
Total fees is Rs 1.54 lakhs
- Basic B.Sc Nursing of 4 years
