Yes an OCI is eligible for appearing in NEET and also taking part in AIQ counseling for taking admission in Medical government colleges, but the only underlying difference here is that there is no reservation of seats for the NRI or OCI category students in government medical colleges.

So you will be considered under the general category students while doing the choice filling.

Indian government provides scholarships for SC and ST students pursuing undergraduate degree or postgraduate degree. Through your college administration, you can easily apply for the scholarship. other than this, many foundations also provide scholarship through your colleges. Get permission from your college and apply for them.

Eight (8) Passport size photograph same as affixed on the application form.

DOCUMENTS REQUIRED FOR AIIMS COUNSELLING
The prospectus of All India Institute of Medical Sciences (AIIMS) states that those called for counseling have to report with the following documents/ certificates in original:
Admit Card
Call Letter issued by AIIMS, New Delhi
Proof of Date of Birth Certificate/ Mark sheet from the Board from which the candidate passed the 10+2 or equivalent Examination. 
Migration certificate from the University/Board last attended
Category certificate (if applicable) 
Current passport size photograph (front pose) 6 copies. 
One set of self attested copies of all the certificates

As u say that ur rank is 7747 which is a decent rank nd u belong to OBC category so there is less chance of getting mgmmc indore but yes definitely u will get a decent govt medical college in M.P but yes u can expect mgmmc also.
