If you are already studying in an NLU and are planning to leave it to appear for CLAT again and join a better NLU, there is no penalty or legal restriction from the Consortium of NLUs or CLAT authorities for doing so. You are completely allowed to re-attempt CLAT and take admission in another NLU if you secure a better rank.

However, a few important practical points should be kept in mind:

First, admission/semester fees already paid to the current NLU may or may not be fully refunded. Most NLUs follow UGC refund guidelines, under which:

• If you withdraw before classes begin, you are usually eligible for a full or near-full refund after a nominal processing fee.

• If you withdraw after classes have started, the refund amount reduces and in many cases only the caution deposit is returned.

• Hostel and mess fees are often non-refundable or partially refundable, depending on the timing of withdrawal.

Second, no academic penalty is imposed. Leaving an NLU does not affect your eligibility for:

• Writing CLAT again

• Participating in CLAT counselling

• Taking admission in any other NLU

Third, if you are migrating after completing one year, credits usually do not transfer. You will have to start again from the first year at the new NLU, as inter-NLU migration with credit transfer is generally not permitted.

Fourth, ensure that you:

• Properly submit a withdrawal application to the current NLU

• Collect your original documents

• Obtain a no-dues/withdrawal certificate, if required

In summary, there is no penalty fee imposed simply for leaving an NLU to reappear for CLAT, but you may face financial loss in terms of refunded fees depending on when you withdraw. From an eligibility and admission standpoint, you are completely free to aim for a better NLU through CLAT again.
