Bachelor of Science in Computer Science (BSc in Computer Science) and Computer Science Engineering (CSE) are two different undergraduate programmes. BSc Computer Science is a three-year degree programme in comparison to CSE, which is of four years. Candidate pursuing the three-year academic programme are exposed to theoretical as well as practical aspects of the subject with focus on programming languages, coding, networking, mathematics, statistics etc. The programme is offered in all universities across India at undergraduate and postgraduate levels awarding BSc and MSc degrees, respectively.
For UG: Candidates must have passed 10+2 from CBSE or any equivalent examination with a minimum passing percentage and Physics, Chemistry, Mathematics as compulsory subjects.
For PG: Candidates should hold a BSc in Computer Science degree with a minimum passing percentage at the degree level.
Computer experts are in demand in almost all the sectors like banking, hospitality, schools & colleges, MNCs. A graduate with Computer Science can also start one’s software company.

I think you are asking about PSU. If so then let me tell you, to get topcPSU's like IOCL, HPCL, PGCIL, NTPC, BPCL, ONGC, DRDO which are some of the major PSUs which recruit computer engineers through gate you need to be under 400 AIR. 78+ Gate marks.
If you are under 150 then it's a sure shot, until and unless you totally screw your GD and PI.
There is No Tuition Fees for B.tech in Computer Science and Engineering at Indian Institute of Technology, Delhi for SC/ST Category.
However, they are required to pay an amount of 7800 rupees annually which is for other charges such as exam fee, library, books etc. Mess fee is to be paid separately which is around 30000 rupees per semester.

The eligibility criteria depends from college to college. It is different for different colleges.
But In general, for B.Tech. and B.Sc. courses in Computer Science, you need to have mathematics as one of the subjects in class 12th.
