Sorry to say but the answer is NO. You can not apply for UKTU Exam because of admission to UTU is completely based on JEE Mains Marks. Admissions to undergraduates engineering seat will be offered based on the rank in JEE Main. Appearing in JEE Main 2018 is Mandatory for Uttarakhand B.Tech. Admission 2018.
However, Some college offer admission through management quota based on marks scored in 10+2 board exam. There is also some good private technical university in Uttarakhand. You can pursue your B.tech program from Deemed University.
