You can take part in counselling and secure a seat in good college. The colleges in favor depends on the criteria like branch, cut off, locality in favor.

If there's been a notice regarding the meeting then you have to meet the dean.

I assume that you are saying that you walked out of the counselling, during your turn. If that is the case, then sorry. A candidate who misses the opportunity to attend the counselling in the alloted time cannot reapply in any way. You can try for private universities.
