Graduate Aptitude Test in Engineering (GATE) is a national-level post-graduate entrance exam that is jointly conducted by the seven IITs (Bombay, Delhi, Kanpur, Guwahati, Kharagpur, Madras and Roorkee) and the Indian Institute of Science (IISc), Bangalore for admission to M.Tech programmes offered by government as well as many private institutes.
GATE 2019 was organized by Indian Institute of Technology (IIT) Madras in online mode on February 2, 3, 9 and 10, 2019.
As for your question, if the difference between previous year cutoff and your marks is less, then you do have a chance of getting admitted as the difficulty level of paper may vary.

As you have scored 459 marks in gate 2019 in computer science engineering, there is very less chance that you can get seat in IIIT ALLAHABAD and IIIT BANGALORE as the gate cutoff for both the colleges for obc category is above 600 marks.

Last year the cutoff was 315 marks and in 2017 it was 320.
As per the cutoffs of IIT Guwahati of previous years you have a fair chance to get admission in the college.So, if you want to pursue M.Tech then you should fill the form of CCMT (Centralised Counselling of M.Tech).

Hi Gopi, the cutoff varies every year based on various factors like number of seats available number of test takers difficulty level of exams etc. Even though you have not specified the category you belong to and the department,
1) You have high chances for few courses in EEE like Signal Processing, Communication engineering even for general category
2) you have less chances if you belong to csc branch, even for SC category it is slightly tough
3) You have high chances for Mechanical Engineering if you are SC or ST categ.
4) You have high chances for Civil Engineering if you are obc or sc or st
5) You have good chances if you are Biotech student
6) You also have high chances for Chemical Engineering general category .

In 2017 cutoff marks for Petroleum Science and technology(chemical engineering) in IIT Guwahati was 234.
So if your marks are anything above 250+ may get you admission. As you marks are 339 you have maximum chances of getting admission.
