IITG has much better infrastructure not only in comparison of IITV but also in comparison to various engineering colleges.
Placements at IITVis better than IITG as IITG is newly developed and alumni network is not much good as IITV has.

100% chances for conversion at IIT Goa for following streams :

Electrical engineering
Mechanical engineering

IIT Goa is better comparatively as placements for electrical branch has package on median basis of 7lpa. Core companies like Bharat Forge, bajaj, Tata Power, Samsung, intel have been top recruiters.

Engineering phyiscs has not attracted core placements at IIT Guwahati, also average package is 5.5lpa.

The chances of getting admission in top IITs is very less with your category rank. The prediction is made considering the previous year closing ranks and it may vary this year.

For admission in IIT, Guwahati in 2017 for the ST Category thr opening rank was 233 and the closing rank was 321 for the ECE rank. Considering your ST category rank, you seem to have some chances.
