Depends on where our interest lies basically. Both are excellent options.
Of course, IIT Kanpur has a bigger brand than IIT Guwahati. If you loved Kinematics, Thermodynamics, Mechanics and Physics in your JEE Days, and have interest in Core Engineering as well as in modern technologies like Machine Learning, Manufacturing and Operations, Automation, UAVs and Self Driving Cars you can choose IIT K ME. You will basically land yourself in a sea of opportunities, including Core and Non Core/IT/Finance Opportunities.
In case you want to pursue a circuital branch, IITG EE too has an excellent potential to nurture your career and transform you into an excellent professional. You must know the fact that curriculum of Electrical Engineering at IITs is one of the hardest in India. Choose EE if you loved a lot of calculations, algorithms, circuits and have interest in modern technologies like IoT, Analytics, Electronics , Robotics and Machine Learning. You will have options to go in Core Electrical, Electronics and Analog Design as well as Machine Learning/IT/Software fields.
Frankly Speaking, opportunities are more in Electrical Engineering but the whole IITK Brand overweighs it. Choose wisely.Perhaps choose the Institute which is at your vicinity as prospects are more or less similar.

Dear Aspirant,
The placements in the chemical branch are not good in both the NITs. However, still IIT Hyderabad is soaring recently and have a 50% placements in the chemical engineering last year. Going with the same pace after 4 years you might have a good placements chance at IIT-H.

It is difficult to say exactly about thebseat which one get or not. As the cutoff changes every year depending on the factors like number of student applied, number of seat available, difficulty level of exam etc.
However from previous years cutoff you can have an idea about your admission chances.
The previous years sc category cutoff rank for IITs guwahati for mechanical engineering brach was as -
2019 - 793
2018- 664
2017 - 657
So from previous years cutoff it seems difficult for you to get a mechanical engineering seat at iit guwahati with 1531 rank.

We have the best infrastructure, the classrooms are really big that can accomodate 80 students easily and also lecture halls of capacity 200. There are well equiped laboratories. Library is very large containing more than 50000 books. The mess maintainance and food are very hygenic.

Infrastructure is really good; at most places, you will get Wi-Fi. The library is also excellent. It's very comfortable reading in the library. The classroom is good, facilities are good—everything is good. In the hostel, you will get sufficient washing machines and a water cooler on each floor.
