Yes, you need to appear for JEE advanced if you want to get admission in IIT Guwahati or in any of the IITs.

This is because,

Admission in IITs is solely on the basis of the rank  obtained by you in JEE advanced examination and JEE main just makes you eligible for appearing for JEE advanced

And with 95 percentile,

You hold a very good chance to qualify JEE main to be eligible for JEE advanced

For example,

In 2020, qualifying cutoff for general category was 90.3765335 and jee main 2021 expected qualifying cut off percentile is 90-95 percentile.

In round 6 of josaa counselling 2020 , for general category closing rank for gender neutral was 8994 in jee advanced in  Indian Institute of Technology Guwahati and it was for Biosciences and Bioengineering (4 Years, Bachelor of Technology)

If you are seeking the comparison from the view of placements then IIT Guwahati with M.Tech in Communication engineering will have slight higher edge because placement percentage and average package offered is little higher than that of M.Tech in RF and Microwave engineering. Average package offered in IIT Guwahati for the asked course is around 13 Lakhs for the asked course and average package offered in IIT Kharagpur is around 12 Lakhs for the asked course. So on the parameter of placement IIT Guwahati wins over IIT Kharagpur.

If we see from the point of campus and facilities then Being very old IIT, IIT Kharagpur has quite large campus of around 2100 acres and that of IIT Guwahati is around 705 acres.

As of now its tough to say because the analysis and also cutoffs change every year due to many factors like total students appearing for exam,difficulty level of paper etc.based on previous year data you have tough chances to fetch seat in IIT kharagpur for ece the cutoff is greater than 500,for ec2 its 483.however you have few chances to fetch seat in IIT guwahati.

First of all admission in IITs is through JEE advanced examination and in jee advanced there is nothing like percentile , rather you have rank.

If we go through the analysis of previous year's GATE score Vs College allotment than according to the GATE 2021 score mentioned by you in the query, you have very low or almost no chances to get Water Resources Engineering and Management  in IIT Guwahati, because last year the closing cut-off for IIT Guwahati for same course was 596 for Water Resources Engineering and Management for OBC category.

IIT DELHI-2nd week of march

IIT KANPUR-16 march online application start date and 24 online application end date

IIT BHU-24 march starting date of registration  and 20th May end date of registration

IIT ROORKEE-2nd week of march and 1st week of April is end of registration

IIT Guwahti-data not available or registration may be started or start in April month

IIT KHARAGPUR-application forms will be available in April month and end month of registration is June

yes, it is true, IIT Guwahati is offering Mtech in food science and technology in collaboration with GIFU university Japan. And under this course, the second semester would be conducted in GIFU university Japan and other three semesters 1,3 and 4th would be conducted in IIT Guwahati. Capacity for this course is 5 Indian and 5 japanese students. You can get admission by clearing gate exam in relevant disciplines such as AG/BT/CH/CY/XE/XL. Very good infra , all facilities available in campus . Hostels are not well maintained. Good place for sports , technical and cultural activities. Beautiful campus and well being and cleanliness. Very nice.

We have the best infrastructure, the classrooms are really big that can accomodate 80 students easily and also lecture halls of capacity 200. There are well equiped laboratories. Library is very large containing more than 50000 books. The mess maintainance and food are very hygenic.
