If we go through the analysis of previous year's GATE score Vs College allotment than according to the GATE 2021 score mentioned by you in the query, you have very low or almost no chances to get Water Resources Engineering and Management  in IIT Guwahati, because last year the closing cut-off for IIT Guwahati for same course was 596 for Water Resources Engineering and Management for OBC category.

IIT DELHI-2nd week of march

IIT KANPUR-16 march online application start date and 24 online application end date

IIT BHU-24 march starting date of registration  and 20th May end date of registration

IIT ROORKEE-2nd week of march and 1st week of April is end of registration

IIT Guwahti-data not available or registration may be started or start in April month

IIT KHARAGPUR-application forms will be available in April month and end month of registration is June

IIT Guwahati offers MA course in Development Studies. It includes many subjects like Political Science, Economy, History. For getting admission in M.A. course, IIT Guwahati conducts an entrance test. The entrance test is two rounds, a written test and Personal Interview. Students who have completed their bachelors in any field of study with 50% are eligible for the entrance test. yes, it is true, IIT Guwahati is offering Mtech in food science and technology in collaboration with GIFU university Japan. And under this course, the second semester would be conducted in GIFU university Japan and other three semesters 1,3 and 4th would be conducted in IIT Guwahati. Capacity for this course is 5 Indian and 5 japanese students. You can get admission by clearing gate exam in relevant disciplines such as AG/BT/CH/CY/XE/XL. No you cannot retain your seat which you got in previous round because as soon as you get seat in upcoming round then you lose your seat of previous round and in the upcoming round college below your college in which you get seat cannot be given because it is lower in preference so I would say take the seat or go for CSAB ROUND for iit guhawati .
