Congratulations for good results. If you are aspiring for these two colleges particularly. Then IIT Madras is better than IIT hyderabad as per ranking. But choice of branch also matters. Hi aspirant,

IIT Hyderabad doesn't gives admission through TS-PGCET but through GATE. You have to qualify GATE and then fill the form on IIT Hyderabad's website then if you have a decent score you will be invited for an interview or written website.

My open rank in UCEED2019 is 385 and my OBC-NCL rank is 61. Can I get admission in IIT Bombay,IIT Guwahati,IIT Hyderabad,IIITDM Jabalpur ?

At this rank, you won't be able to get admission in any of the colleges you've mentioned. According to last year:

The closing rank for OBC candidates in IIT Bombay was 13

The closing rank for OBC candidates in IIT Guwahati was 31

I see that you have got 1902 category rank in JEE advanced right. And you want to get enrolled in IIT Hyderabad .

Both the courses are different and the colleges are also different.
If you choose according to the college IIT Kharagpur is a better college than IIT Hyderabad. The value of IIT Kharagpur is higher than the second college.
