We suggest you look at your interests in both fields bfore choosing  between them. Do keep in mind that both fields you have mentioned have very prominent purposes and jobs in the world but it will be of no use if you don't have an interest in them. Check

As per my knowledge NIT Warangal is better than IIT Hyderabad for mechanical engineering because NIT Warangal has better faculty in mechanical engineering than IIT Hyderabad.

Anything more than 45% of total score is sufficient to get a good branch (maybe CSE) in an old IIT for an SC candidate.

I have seen SC people with AIR ~4000 getting CSE in IIT Bombay. So, i think you can get IIT Hyderabad but i doubt,

IIT Madras has recently upgraded its position in the top engineering colleges of India and is currently way better than IIT Hyderabad in terms of infrastructure, faculty, quality of learning and placements. But, since you want to compare two different courses, you might have to look into your personal reasons
