Like in 2017, the cut off for the general students was 47.5 , similarly it is likely to be around this only.

Hi ! Let me be honest with you. Thinking of IIT Bombay or IIT Roorkee or getting into them is not a cup of tea. So leave the hope of them unless and until vacancy helps you. Now speaking about the other colleges, you might get them in 2nd round or 3rd round. So hope you understand and best of luck to you.
Hi ! It is possible. If you are from a department and you may get into an another department. So if you have a different department apart from your stream then just go for it because ultimately it's IIT Roorkee and it has immense dignity. So hope you understand and best of luck to you.

Both these colleges are excellent colleges and you will near get the same facilities on both the campus. So as far as college is concerned you need not worry about going for a wrong choice.
As far as the branch is concerned both EE and EEE have a lot of similarities but EEE involves more Electronics.
Because you have mentioned that Electronics interests you more going for EEE is not a bad choice.

IIT Roorkee is a great option for M.tech in ECE. Placements, faculty and crowd is brilliant. Core electronics companies like Intel, Qualcomm, Texas hire Communication and VLSI specialisation students. Average package is around 13-15 lakhs per annum. The college also promotes research among its students.

Both these colleges are some of the best engineering colleges in the nation.
The campus life that you will get in both these colleges will be amazing. Infact a lot of it will depend on your friend circle.
As far as placements is concerned it depends and varies from branch to branch.
Both of them have excellent infrastructure. But as far as labs are concerned that again will depend on the particular branch.

No, they only call those students whom they have selected on the basis of ranking. Yes, IIT Bombay is one of the prime colleges in India to do m.tech. and yes, they either mail the selected students and if not responded then they call shortly. So hope you understand and best of luck to you.
Well, here is something that you can do to get a better sense of career prospects in those areas after M.Tech from IITs/NITs
First search for VLSI on LinkedIn dot com (I am not able to post the url as you will be asked to login first) and add filter for school names, mentioning several IITs and NITs.
Now check-out the profile of people who are getting listed and see if they have done M.Tech and which company they are working in or have worked in past for VLSI. I got some results from 1st page itself:
1) NIT Karnataka, Presently working in Open Silicon, Inc.
2) IIT Kanpur, Atmel Corporation
3) IIT Delhi, CVC Ltd
4) IIT Madras, Wipro
5) IIt Kanpur, Wipro
With this limited research, I can say two things:
1) There are good career opportunities for VLSI
2) There is good career progression for people who did M.Tech from VLSI from IITs / NITs - from the search result I found people moving to senior designations quickly.
I also know the companies who have hired M.Tech in VLSI from NITs and IITs. Now the next question is, which of these companies visited IITs in last 2-3 years - that should be available on the websites of the colleges. I can also connect with some of the people I found and simply ask them.
See Rohan you gave choice meta in IIT Kharagpur and chemical in IIT BHU. Both colleges are good. So it completely depends on what do you like and in which field you want to pursue your career. Chemical engineering is flourishing day by day. It is receiving more offers day by day . But IIT Kharagpur is more better than IIT BHU .
If it was IIT Kharagpur chemical then without any thinking I should have gone with it. But you have to select between the choice.

The campus of IIT Roorkee is a white beauty. The place is to look for forever. The campus has every needed and well maintained infrastructure. The hostels are well maintained and hygienic with good food.
IIT is known for there lavish facilities and brilliant academics but iit roorkee has something more to offer , the most beautiful building, god's own campus. The facilities provided are brilliant ranging from the basics to advance needs.
The hostel is the best with good infrastructure. Infrastructure is highly furnished, and classroom libraries are neat and clean. A vibrant and dynamic environment for studying and a sports complex with highly equipped items are there.The hostel is cleaned properly and proper maintenance of the ground, etc., is done. Other colleges have better infrastructure than Roorkee.
