Every IIT has it's own advantage and disadvantage. According to me, Bombay IIT is better to pursue CSE. The chances of placements are far better here than other IITs. You'll get to learn diverse aspect of CSE here. However, these my personal opinion. There is 100% placement records of previous year's with average salary package 10-12 lakh per annum.

As per your question, both of the college are good but it depends on you in which branch you are interested in. And accordingly you can choose college but as you asked question so I may compare both the colleges as per your given branch in terms of placements and figure out which one would be better for you to go with. So
1) IIITH:-
They have good infrastructure where as per placement they have highest CTC package of 46LPA and average package is around 21LPA which is amazing.
2) IIT bombay:-
They have good infrastructure as well the name indicates while they have highest CTC package of 60.28LPA and an average package of 20 LPA.
so as per CSE trends you may go with IIITH as they have good placement to as companies like Microsoft, google, came there to recruit candidates. But if you have your interest in mechanical branch then no doubt you may go with IIT bombay too as both of the colleges have their reputation and standards.

To focus on only Academics, you can choose IIIT HYDERABAD. But it has a small Campus and there is not much focus on extracurricular activities. The atmosphere is extremely competitive. Apart from its decent placements, it also has a good research culture. The Faculties have high expertise. But the total fee structure for a course is higher than NIT, Warangal.
NIT, Warangal will give great exposure to students from different parts of the country. Student quality is excellent. It also has great placements and infrastructure.
So, you can go for IIIT if you afford the fee structure.

If your All India Rank in JEE Mains Paper 1 is 1784, you can get admission to any of the NITs or IIITs. In IIIT Hyderabad, with this rank, you can get admission to almost all of the branches. Based on previous years' trend, you can easily get CSE or ECE like coveted branches in IIIT Hyderabad.

See if you have registered yourself for JOSAA counselling and filled the choices in which IIIT Hyderabad is mentioned then on the result declaration date of every round you have to check it out on the official website of JOSAA (josaa.nic.in) by logging in through your credentials there you will see the result and you will be also informed through Mail which you gave at the time of registration.

Assuming it is a typo that you have mentioned IIT Hyderabad instead of IIIT Hyderabad since IIITs do not offer chemical engineering. Then EEE at IIT Dhanbad would be a better choice since EEE is a more in demand course with higher number of opportunities. Since both of them are IITs they are of the top institutions in the country. IIT Dhanbad is one of the oldest and hence it would be preferred. You can consider the following factors before choosing it.
Infrastructure and college life:
IIT Dhanbad has a good infrastructure with well equipped labs and classrooms. Hostels are pretty decent and nice environment is always maintained. You can see that the campus life is going to be really well. College life is good with the right kind of atmosphere given to the students who come from different places.
Fa culty and quality of education:
All the faculties are qualified and experienced over here. And education, curriculum is made in such a way that students are made to acquire more hands on knowledge than just the theory. It is not just the books and classes. Focuses more on practical knowledge than the theoretical one. Education quality and the way guidance is given is really good.
Placements:
Placements are good as good companies visit this college. students gets placed and opportunities of internship is provided to the students from companies.

Yeah, I suppose you can obviously do that ,provided you perform excellently in JEE Main.Only thing which you cant do is reappear for JEE Advanced and move to another IIT.
But my suggestion would instead of planning to waste a year and work for JEE again after moving to IIT, which itself is quite difficult and is quite a tedious and monotonous, you could plan to work seriously with the curriculum in first year, and subsequently slide branches to CSE/ECE/EE and hence open a whole range of opportunities to yourself.
At IIT BHU, the Branch Change policies are comparatively relaxed and easier than its older couterparts, IIT Kanpur, IIT Kharagpur and other top IITs.
One thing you can rely on in IIT BHU, is the sea of opportunities you get during Internships and Placements be it in Core/NonCore/Finance/IT/Consultancy besides the IIT tag. So, the ball's in your court, choose wisely, at the end its your career.

For taking admission in iiit Hydrebad you have to choose portal of jee mains and you have to add some credentials and wait for the rank list, then only you can get selected in iiit Hydrebad. The infrastructure is pretty good. They have good classrooms and really good facilities at the lab. The college has a great research culture, with a huge chunk of money being invested in research labs. The Wi-Fi facilities are not that good, and the network is not that good. Also, all classrooms are not air-conditioned. The hostels are also pretty good. But there's one issue with hostels, which is drinking water. It has happened many times that drinkable water is not available on many floors. Also, the lift does not work properly and gets stuck many times.
The infrastructure is amazing. We have spacious classrooms. Laboratory is well-maintained. Sports facilities are also good. LAN is also provided in every classroom. It provides a good library. Our campus is Wi-Fi-enabled. Canteen facility is also good.
our college have all neccessary infrastructure,facilities and equipments.there are sports centres also in my college which can give students additional opportunities for their skills.college hostels have wifi systems all over it.
