Both are best at their levels we cannot compare which is best both are government colleges and having infrastructure facilities at high level and huge campus and coming placements and faculty they will grab top MNC'S while placements time, faculty is very experienced.
So choose according to your preferences.

As per the government, the degree colleges are likely to be reopened after diwali. After the Unlock 5 , they have opened the schools in odd even basis. So, for degree colleges most probably after diwali or in the first week of December.

You didn't mention your category which is an important factor of determining your college and group. So I'm assuming that you are from open category and below are the possible seats that you can get in Jntu's,

Jntu manthani -desired group(ece/cse/civil/mec/eee)

Jntu sultanpur -desired group(ece/cse/civil/mec/eee)

Jntu Hyderabad - chemical, MET

I would suggest you go for either JNTU Kakinada or Andhra University. Both are top colleges for Engineering. CSE branch has a good scope for placement opportunities. Good companies come for placement in these colleges. They also offer good packages. Andhra University College has a good rank too. Cutoff goes a little higher for these colleges. These are good choices.

Yes but you won't be able to get seat into colleges like JNTU, OU, NITW as mostly they get filled with students opted for Gate examination, but you would still have chances at the following college's as below

  • Vidya Jyothi Institute of Technology
  • Anurag College of Engineering
  • CMR Institute of Technology
  • Aurora's technology and research Institute
  • Nalla Narsimha ready Education Society's  group of Institution
  • Deccan College of Engineering and technology

as for your query, with your rank and under your category chances of admission in OU and JNTUH look weak as both have cut offs under 400 and 700 respectively for both courses (MBA and MCA)

If the cut off comes down in subsequent lists then JNTUH might be available but I would suggest you scout for more colleges in Hyderabad just to be safe.

JNTU Kalikiri being a newly established college has a very low percentage of placements. Also in electronic and communication engineering branch students have not witnessed much placements. Even if some get placed they didn't get a good salary package according to the data available. But the teaching at the college is great as the faculty is well experienced professionals. So if your major concern is placements then you should opt for some other colleges.

The college has good infrastructure. The classrooms are clean and spacious, with proper seating and ventilation. The library has many books and a quiet place to study. Labs are well-equipped with the necessary tools for practical work. There is Wi-Fi on campus, and computer labs are also available. The campus is green and well-maintained, with places to sit and relax. Hostels are decent, with basic facilities like clean rooms, water, and food.

It was really a good experience for me

College Infrastructure

It is a spacious college with good labs, library, department, medical, etc. The college provides a cricket ground, basketball, football, volleyball courts and even a separate complex for indoor games. Hostels were good and food quality was also good in both mess and canteen.
