All the top colleges such as JNTU Hyderabad , OU, Mahatma Gandhi institute, have ranks under 300 through pgecet.
With this rank you will not be able to fetch a seat in these top Institutes for civil engineering.
But you can expect a seat in Chaitanya Bharti institute of technology for mtech in Earthquake Engineering as the previous year cutoff was around 2700.
You should look for your chances in other colleges.

The branch selection entirely depends on your interest.

I think if you have interest towards cse then go for it . Don't think about the faculty because if you have interest in one branch you can definitely excel in that field and even go for masters after your btech.

So make sure you take up the branch in which you are interested

I think VITB Bhimavaram will be a good option.It has a good placement cell which trains the students by conducting several workshops, seminars for developing their communication skills, aptitude skills etc.About 668students got placed last year.The top recruiters are IBM, Infosys, Oracle, Amazon, Syntel, Tata Consultancy Services etc.Both the colleges have good infrastructure and facilities.To know more about the colleges you can refer the following links-

The cutoff marks for TS ICET 2020 will be released later on. As per the previous year the cutoff was 25% of 200 that is 50 marks  and is expected to be the same this year too. You mentioned your marks to be 70 in bc-b category which means you do qualify but it is difficult to give assurance of getting a seat in JNTU college.

Mostly for CSE branch in JNTU Anantapur, Software companies like GOOGLE,WIPRO,IBM etc., will be offered for jobs and for basic or freshers the package will be of 2.2L-3.5L and it may increase based on their skills.
