All the top colleges such as JNTU Hyderabad , OU, Mahatma Gandhi institute, have ranks under 300 through pgecet.
With this rank you will not be able to fetch a seat in these top Institutes for civil engineering.
But you can expect a seat in Chaitanya Bharti institute

The branch selection entirely depends on your interest.

I think if you have interest towards cse then go for it . Don't think about the faculty because if you have interest in one branch you can definitely excel in that field and even go for masters after your btech.
