Among these colleges although both are best but you have to decide in which field you have interest that is about branch as college is only 4 years partner but branch is lifetime partner.so you should compromise with college but not with branch.
If you are comfortable wih mechanical branch than go with nit.

B.tech in Mining engineering NIT Rourkela has greater JEE cut off as compared to that of B.tech Mining in NIT Surathkal. NIT Rourkela has a vast campus which is the 2nd largest campus in India after IIT Kharagpur. Vikram Sarabhai hall of residence in NIT Rourkela is the 2nd largest hostel in Asia .
Also, NIT Surathkal is ranked higher as compared to the above mentioned NITs.
NIT Rourkela for b tech in mining has the highest fees as compare to the other mentioned NITs.

All these are really top ranked universities and hence the course to be taken matters. Out of all these, I would suggest that IIT Cse would be really on the top since IITs are the top most ranked universities of the country. The universities are good as well. But the IIIT Lucknow is also very good. Hence I would rate these universities as follows: IITs CSE, IIIT Lucknow, NIT Raipur and then BITS Dual Degree.

Infrastructure and college life:
IITs have a good infrastructure with well equipped labs and classrooms. Hostels are pretty decent and nice environment is always maintained. You can see that the campus life is going to be really well. College life is good with the right kind of atmosphere given to the students who come from different places.
Fa culty and quality of education:
All the faculties are qualified and experienced over here. And education, curriculum is made in such a way that students are made to acquire more hands on knowledge than just the theory. It is not just the books and classes. Focuses more on practical knowledge than the theoretical one. Education quality and the way guidance is given is really good.
Placements:
Placements are good as good companies visit this college. students gets placed and opportunities of internship is provided to the students from companies.

Both of these institutions are very prestigious and renowned. Electronics and communication engineering and computer science engineering are two very different streams, so, you'll have to choose wisely based on the scope, your interests etc. Both of these branches are known for placements. NIT Raipur has 100 acres of land in the Raipur city. There is one big building with multiple blocks of different departments are interconnected to one another. There are 4 hostels for boys and 2 hostels for girls. The hostel rooms are good with Wi-Fi connection. The mess facility is good, with 3 times meal and 1 time snacks in a day. The food is hygienic. The classrooms are big and good with furniture, smart board and AC installed in it. There are grounds for basketball, football, badminton, cricket and NCC ground. There is greenery all around the campus. This institute is god and holds national institute of importance. The campus provides laboratories of different departments like IT lab, mechanical lab, CAD lab, computer lab, electronics lab, etc.
The infrastructure of NIT Raipur College is decent; being situated in the city, the campus area is not extensive. The classrooms and labs are well-equipped with Wi-Fi, and other amenities are appropriately arranged. There are 7 boys' hostels and 2 girls' hostels. The mess and canteen facilities are effectively utilized. Sports and game facilities are exceptional.
The infrastructure as compared to other NITs is pretty low. There is only one main building and one building for architecture. There are boy hostels only for B.Tech. and limited seats in girls hostel for Masters. The main building has access to everything, including library, labs, etc.
