I will recommend you to go for NIT Raipur since you are getting Computer Science Engineering branch. This branch is the most desired and the most demanded branch for this decade. Be it future-ready studies or best placements,this course is the best. CSE has gained more value over the years and it's demand is going to grow every year. Since there is a lot of opportunity for jobs there is a lot of competition too. The end decision is yours so choose your college wisely.

As mentioned by yourself, this is a drop year for you, chances are there that you might be having pressing. If you are confident of your preparation next year & willing to study another year. You can take a drop. If your parents are supportive of your decision, sure go ahead.
But, if that is not the case. You may join NIT Raipur this year & keep on preparing for the JEE Mains next year too. If you crack it, good enough & you can continue in other colleges.
You can even try for some other colleges, if you don't make in it NIT. Be well informed & you will surely make a good decision.
You can even refer to engineers in your social circle. Ask them this doubt & take multiple suggestions by people on how you should move ahead.

See it is at this point very much difficult to predict whether you will get NIT Raipur using JoSAA Counselling since it depend on various other factors.
However as per previous trends,the cutoff of various NITs is around 92-94 percentile of marks for EWS Students. But, in some HS quota students get admission with a lower rank too.
Please do provide your CRL/EWS rank too.
However, The lowest cutoff OF NIT Raipur was for Bio medical Engg. At 15671 EWS rank in the year 2019.
With your Percentile of marks it seems a bit difficult for you to get admission into NIT Raipur

NIT Durgapur is ranked 30 and NIT Raipur on the other hand, is ranked 63, rankings are based on many factors, so if NIT Durgapur is ranked better than NIT Raipur then surely NIT Durgapur should be considered. And talking about placements, which we all are worried about, it wholly depends on your skills and performance.

Firstly, it depends on the branch you want. If you don't want to pursue anything but information sciences you'd have to go to ITGGU. I'd recommend NIT Raipur over ITGGU because of the better exposure and the NIT tag as well. Ofcourse both colleges are really good but if you aren't interested in biomedical sciences NIT wouldn't be the right choice for you.

According to TPO website of NIT Raipur the placement statistics are as follows:
Eligible students-21 Placement offered-7 Year-2019-20
Eligible students-24 Placement offered-6 Year-2018-19
Eligible students-29 Placement offered-10 Year-2017-18
The average CTC of whole college including every branch is around 9 lakhs.
There is no respective CTC for BIO Tech. So I can not coment on that.

According to the previous years NIRF rankings, the best NITs are, NIT Calicut, Trichy amongst other NITs.
