 The authorities have released the detailed list of JoSAA 2019 reporting centres where candidates who are allotted seats during the counselling process will have to report. There are 18 reporting centres for IIT seat allotment and 45 for NITs, IIITs and GFTIs. It is important for the selected candidates to report to the JoSAA 2019 reporting centres and if not done, it might lead to cancellation of admission.

Yes you can report to any NIT+ RC, there is absolutely no restriction of your choice, it logical that you would choose a RC closer to you.

If you belong to the General category, then chances are less to get B.Arch in 7 rounds.

But, you can definitely wait for the Special Rounds in which vacant seats are filled.

The cutoff in the special rounds increases.

For example, the cutoff in 2018 after Round 7 was 1,977 for General and after Special Round 2, the cutoff rank was 3,091.

My suggestion would be to go with Mechanical at NIT Raipur, the reason being it is older, better ranked than NIT Srinagar. Placement wise also NIT Raipur is better. The average package of NIT Raipur is Rs 7.2 lakhs whereas the same for NIT Srinagar is Rs. 6 lakhs. 

Companies like Adobe, Oracle, JP Morgan, Wipro, Samsung, Amazon visit NIT Raipur for recruitment.

According to previous year closing marks and considering your 91180 rank and your Home State Quota at NIT Raipur, you can get these -

Mechanical Engineering

Bio Medical Engineering

Bio Technology

Metallurgical Engineering

Mining Engineering.

The best option here is Mechanical Engineering and it is one of the best branches at NIT Raipur too.

Yes you can get nit raipur college. But you can get only lower branches of that college like metallurgy, bio medical, mechanical and mining engineering. As your rank will satisfy that branch only.
