NIT Raipur is a publicly funded premier engineering and research institution .

For B.Tech it takes students through the JEE Mains examination.

To be eligible for admission in NiT Raipur you must obtain 75 percent marks or be in the top 20 percentile of your respective board.

Through CG PET rank, you can only get admission in the State Engineering colleges.

But, NIT is a centrally funded National level institute which gives admission only through JoSSA counseling.

For admission in any NIT, you need to clear JEE Mains and your JEE Mains rank will decide

If you are talking about the same branch in both the colleges I would recommend you to join NIT Raipur.

I believe  Since NIT Raipur is a national level government college it would provide you  more opportunities.
