Depends on a number of factors.

The stream- Not all streams or departments of any college are best. So for NIT Raipur if you are opting for Metallurgy, Mining, B.Arch then they are better than most of the NIT's with healthy placemenet record. While NIT Patna lags behind in these departments.

Placement - For core branches NIT Patna offers better placement than NIT Raipur.

Ranking - NIT Patna is higher in ranking than NIT Raipur.

Verdict - Go for NIT Patna for core branches while for certain branches which I mentioned go for NIT Raipur.

So you could go with ECE at NIT Patna.

As per previous year cutoffs, you may get Bio Medical Engineering in NIT Raipur through your SC Quota and Home State Quota.

As you said your rank is 90k,you can clearly get seat in both mining and metallirgical engineering as cutoff for those branches in last year is more than 1 lakh, for home state.As you mentioned you are from raipur,you will be having home state advantage.For more information chexkout the following link:

Nit Patna famous branches are Cse, mechanical ece so you can go for nit Patna in this case. 

Otherwise both colleges are equally good, it totally depends on hard work to get the best benifit out of these colleges and since placements are also equal so don't worry you can take admission in any of them.

Well dear getting NIT Raipur with 50 percentile is very difficult and if by chance you even get it you won't get a branch worth having.

So,better you keep applying for other exams.
