Since you have been allotted college and since you have already paid the fees it means that you were willing to participate in Round 2 and have already submitted Document for verification. Now this is a SERIOUS SITUATION because the official documents clearly states that any candidate who has been allotted a seat in CSAB Round 2 and does not joins the allocated institute will not be given the refund.
To quote the official information letter:
"
After CSAB Special Round-II,
a) If a candidate is allotted a fresh seat and does not join the allotted institute
OR
b) If a candidate is not allotted a fresh seat but RETAINS his/her earlier allotted seat [either from JoSAA or CSAB Special Round-I] and does not join the earlier allotted institute Then in both the above cases, the Participation Fee and/or Seat Acceptance Fee (if paid) will not be refunded. Fee paid by such candidates will be transferred to the Allotted Institute (After deducting the CSAB processing Charges of Rs. 4000/-).
"
Now, since being a counselling procedure there is nothing a student can do much at this point. You can try to contact the CSAB Officials or writing an equivalent letter to them.
However, I would also urge you to talk to your parents regarding this, since you choose to accept the seat in CSAB Second Round and whatever the fees has been paid will be adjusted in 1st semester fees of the college. NIT Warangal is one of the top NITs in India.

According to your question and taking into consideration that you want to know how much you need to score out of 300.
Every year the score changes as the quality of students which appear in every shift is different.
But as per my calculations, you should score a minimum of 230-250 for nit Warangal ,surathkal or other parallel colleges.

The nirf ranking of IIT bhu is 11 and nirf ranking of nit warangal is 19.Both these colleges are quite good.The placement structure of IIT BHU is excellent. The highest salary package offered was 1.5 crores and the lowest salary package was 15 lakhs and average salary package was 23 lakhs.infrastructure and faculty is excellent.
Nit warangal is also one of the top nit college.nearly 93% of the students got placed in reputed companies every year.The highest salary package offered was 40 LPA and average salary package offered was 13.3.Faculty and infrastructure is too good.
Based on nirf ranking and placements iit bhu ece is better than cse in nit warangal.

So, firstly congratulations for your outstanding rank in JEE Mains, it's not at all easy and I'm sure you did your best, so kudos to you for that. Now, with your rank, even if you cannot get a seat directly, you have definitely good chances of getting a seat through CSAB round, because your rank is very near to the cutoff rank. Now, cutoffs of CSAB are not really easy to predict because they totally depend on the availability of vacant seats ,so if there are enough vacant seats, you can surely get a chance.
