As you didn't mentioned the type of exam it is not possible to say about the rank but as you said your category. The minimum of 40% percentile is required for an st student to the seat.

For example if you have wrote TS EAMCET then the maximum cutoff would be 67 to 60 according to 2019.

As you know the rank and marks vary every year depending on various factors i.e., no. Of students appeared for exam and also no. Of seats available etc., Hence the minimum is 40 % for st candidate.

To be eligible for local area quota in Andhra Pradesh you must have studied in an Educational Institution in such local area for a period of not less than four consecutive academic years ending with the year of your qualifying examination (10+2). Or else you must have studied there in the past at one of the institutions in the local area for a period of not less that seven years.

The local area under Osmania University (O.U.) area, it includes the districts Mahabubnagar, Ranga Reddy, Hyderabad, Medak, Nalgonda, Warangal, Khammam, Karimnagar
