Hello, you have not mentioned your category so I am assuming you to be in general category and if we see from last year cutoff for  computer science general category student was 56935 - 66175 in CSAB second round of counseling so, it depends on this year cutoffs whether you will get Cs or not.
Apply for Jossa counseling and then for Csab counseling which takes place after Jossa counseling.
Wait till spot round of counseling may be you would get Cs. Refer to this link it will help you

Due to Covid 19 pandemic, last date for documents submission is extended to August 31,2020. Earlier it was till July 31,2020.

Hence after Documents submission last date  , the merit list for BSC, Tezpur University will release on official website

Well tezpur university is a  central university  , suitated in assam .
Established in  1994 .
So as per my knowledge  at 70 percentile  your chances are quite  because you are belonging to general category  and of course  as per last year  cutoff.
But still  i will definitely  advice  you to go and approach to the college as priority goes to state  candidates first .

With that Percentile in JEE mains, you have no chances of getting a seat in Tezpur University for any branch. Even if you have reservation category and home state quota, you won't be getting a seat. Your rank would be around 250000+.

The cutoff for Tezpur University hardly goes above 100000.
