No, you do not need to pay separately for both the rounds of of the Uttarakhand counselling process. Any candidate who has registered himself by paying application fee of 2,000 is directly involved in both the rounds of the counselling process and doesn't need to pay the application fee for the another moving to the second round.

Dear if you want to take admission in B tech CS branch then first you need to qualify any College Entrance level exam after that you will secure any B.tech branch in any College . But your 12th percentage is good to qualify for any entrance level exam for any B.tech branch .

You have achieve good rank congratulations . At your rank ofcourse you can get CS or IT branch at GBPUAT Pantnagar. By comparing previous year cut-offs you will definitely get IT branch and you can also try with CS branch. GBPUAT is a great college, it's ranked 60 for overall on NIRF 2019.

2. Online registration - 21september to 28 September
3. Choice filling - 30 September to 03 October
4. Seat allotment - 07 October 2020

see most of the cases colleges dont take admission in middle of any course, however if both of the colleges falls under same university , you may apply for migration, however you need to have required percentage of marks and the college which you may opt for admission in second year must have the seat vacancy for admission, I suggest you to directly contact with the college in which you want to get admission for clarity of processing of admission.

UKSEE is a state level entrance exam for aspirants conducted by UTT (Uttarakhand Technical University) Dehradun .There is no Such rule only state students are eligible for E-Counselling but Lateral entry seats will be only for Uttarakhand students .

Looks like you are very desperate to get into Pantnagar University. The UTU counselling can't be done without the JEE Mains result. So the counselling will start after only after the result declaration. The counselings usually don't start till JEE Advanced results are out.
