For pursuing BE/BTech, I would suggest you go with VIT as VIT offers good education and exposure to their students and also the placements statistics are also great. The institution offers various programs in the Btech course.
Whereas other institutions you've mentioned are equally good but VIT has an upper edge.

Viteee is conducted by Vellore institute of technology to offer it's candidates admission in various undergraduate courses. Viteee was held on 28, 29 and 31st of May and results for which are yet to be announced.
Vit offers scholarship on tution fee to it's students on basis of rank secured in VITEEE. Rank holders of 1 to 50 are given 75% Tuition fee waiver for all the four years but it is subjected to fulfillment of some criterias.

VITEEE 2021 results were supposed to be released in the first week of June 2021 but it was put on hold because the authorities are conducting re-examination for the candidates with valid reasons who have missed the exam which was conducted before on May 28th, 29th, 30th (slot 2 postponed exam) and 31st. The re-exam is scheduled on June 10, 2021 so the results are expected to be announced for the actual exams takers and re-examination takers at a time. The results are likely to be released on or before June 15, 2021. So stay tuned and keep checking for the updates regularly.

As per the VIT affidavit the student has to submit, it is clearly mentioned that the students aren't allowed to operate any motor vehicle but bicycles are allowed.

For KIIT there are no official mentions, but in general no such private motor vehicles can't be associated with any hosteler.

See to be honest if you are going for core branches in these kind of private colleges like vit vellore, srm University, manipal University , I don't think it's a wise choice because the ROI factor of these colleges are very bad. If you are spending atleast 14-15 L in course of 4 years(considering you would get admitted in 1st category), you will end up getting salaries upto 3.5L or maybe 5L which is a very bad return.
But as per your question for civil engineering , rank under 50k is more than enough in vit vellore for category 1.

UPES dehradun has excellent infrastructure and placement record which brings it to the list of tier 1 college. college has excellent learning environment and experienced faculty. cse department has note worthy placement record. According to past years data, 94% of the students got placements from cse department. The average salary package offered was 4.5 LPA. Top recruiters were TCS, Infosys, Rakuten, Hitachi, HCL, Nagarro, VMware, ZS Associates, Cognizant and TTN. Students got internships opportunities in startup. Firstly colleges are selected on the basis of your own priorities so do that and now let's distinguish between both the colleges on various points:-
Infrastructure-both the universities are beautifully made so no competition in that.
Popularity-vit is one of the best private university in India and since its an old university so it's well known amongst students and parents. Amrita is also well known and popular amonst everyone.
College life-if you want to enjoy your college life with your friends and want to spent your weekends outside in cafe along with your studiesor something then VIT is really good for you. But if you want to do the same in amrita then you won't be able to as it's really strict and for weekends you'll have to follow many rules. First you'll have to take permission from your parents the your parents will have to talk to the warden and then the warden will sign a pass for you and then you can go.
Placement-highest package offered by VIT is 41.6lpa and average is 7.6 lpa. Whereas in amrita the highest package offered is 43lpa and average is 5lpa.
So according to your priorities you can now select your Preferable college.
