My VIT 2021 rank in 16807 can I get CSE in vellore even till 2nd category?

In 2019, my very close friend had secured around 10k Rank in VITEEE, and secured CSE at Vellore in Category 2 of Counselling. At 16.8k, I dont believe youll get CSE or any CSE Specialization till Category 2, or maybe low chances of securing CSE/CSE (Spez) at Category 3. I

Honestly, VIT Vellore has really good infrastructure. The campus is of course massive, well maintained. you pretty much get everything you need inside, from academic blocks to hostels and food courts. It does get very crowded though. reallyyy crowded.
