Uttar Pradesh is a state with a lot of competition, especially for medical aspirants. You have a respectable score. Congratulations on making it. You can easily get into Kasturba Medical College, Manipal. KMC Manipal is a highly reputed college with being the pioneer in private medical institutions of the country. It has had a rich history and notable alumni and if you are alright with bearing the tution fee of around 50 lakhs, this college should definitely be on your list. The faculty and atmosphere is impeccable and a few of my friends have already survived their Year 1 of MBBS. All in all it is a great institution and you have great learning opportunity.
Since NEET 2019 has been compared to NEET 2017 a lot, we would talk about cut-off for 2017. During the online rounds, the cut off shot up till about 540 marks. However once the rounds of MCC were over, there were a lot of seats left and many had already vacated their seats. So the final person to get a seat was with 425 marks. You have scored 496 which is a very safe score for KMC. A lot of people with good ranks sometimes block seats, however you should wait till the very last round for counselling. Mop up round is the real one with offline counselling, so you will have to be present there when it happens.
As for private colleges, there are a number of private colleges in Karnataka, however after NEET 2018, they had to show their actual fee stratification and hence, they had to charge more which was previously kept under 'donation' or 'hidden charges'. It is very hard to find a college with your said budget preferance. However, do wait till counsellig and go through prospectus of various state colleges of Karnataka and make a well awared choice.

Ranks within 495 is generally the set cutoff for General category home state quota in KMC for MBBS.
This can vary between 450 to 600 ranks as an average for general category .
Also minimum 50th percentile marks in UR Category is must for qualifying.

This is one of the best thing about KMC. It has a huge campus and it is really beautiful. The place is very clean and the hostel facilities are really good. The food is also very healthy and hygienic. There is all kind of facilities available here.
The college infrastructure was good in our college, it had all the facilities and equipment. library was also very good and was full of useful books arranged systematically. classrooms and labs were also good.
