You cannot shift from one university to another university. 

You can only shift between one college to other college under same University. 

You might not understand this concept because we belong to an autonomous University ''UPES". We have only two colleges- Assuming Bidholi and Kandoli as separate colleges

MBM is the best for the civil engineering branch and you can check all other colleges factors for this branch.

UPES, BCA program is the only program in the country that has integrated training to earn certifications from industry giants such as Microsoft, SAP, Oracle, or Cisco. With Academic Alliance with these companies, Students here also receive a discount voucher to save on the certification fee

Pantnagar has an established name and infrastructure. It surely has better brains both as faculty and students. Though you need better ranks to get in , but that is also a plus as your fellow batchmates would also be intelligent and push you to work hard.
