If you have studied in Tamilnadu since class 8th, then yes. Else no. Other state students can apply for TNEA for only Anna University constitutent colleges that too region wise. Click here to check

There is no written test for the same but you will have to apply separately as other state students need to apply through different application process but the seats will be filled through 12th merit only.

You can apply for TNEA 2018, through other state quota. The competition will be higher, as there are only 13 seats for South Indian section. You can get the details from TNEA website, once the application is open.
