Has the registration for tancet 2018 open now? If not, when will the registration starts? I cannot find any link in Anna University portal.

"Yes", you can apply to Anna University. My cousin sister studied in Delhi, and still got admission in Anna University, so I feel I will be able to help you in this regard.

Note that there are always some seats allocated to Anna University for Outstation students. The application procedure is generally online and takes place around the month of June.

Can I get transfer after 1st year but I have 2 arrear. In regulation 2017.

The migration criteria varies college to college so it is advisable to talk to the college authority regarding the same.
