Yes every IITs don't want any vacant seat ,If any seat is vacant in IITs it will harm the college and student also .There are many cases in which student take admission but can't join it of left its,so IITs want more number of applicants.

as per the previous year cutoff and score you have good chances to get mtech in iit guwahati. however every year cutoff changes so it is difficult to give sureity. and there is also MS programme in iit guwahai which is of 3 years and need lower gate
