If we compare these two in terms of NIRF rankings which is published by government of India, then definitely KIIT Bhubaneswar have a better rankings then chandigarh University but if we talk about NAAC accredited colleges, Chandigarh University is good.
Also in terms of placements and location, Chandigarh University is way ahed then KIIT.
I'll suggest you that if you live near to Bhubaneswar then go for KIIT and if you live near to Chandigarh then go for chandigarh University as both University have good faculty for BA LLB.

Getting a degree in CSE from KIIT is a good option for no doubt. IT related companies do visit for campus placements in huge numbers and placements are also the best among other branches for CSE. You'll not regret for sure doing CSE from this college.
The institute offers good placement and high packages. Various good companies like Deloite, Infosys, Amazon, etc come for the interviews. The campus provides 100 percent placement for cse course. The campus is big and unclued other curriculum alsooo.

You know the cutoffs change every year as it depends on various factors. But if we go through last few years' data, the closing rank for Computer Science branch lies around 5000 and you have 3033 rank so it seems you have fair chances of getting CSE there. Computer Science is the branch with highest placement there. CSE and IT grab most of the job offers. Companies like Microsoft, Amazon, Accenture, Capgemini, HCL Technologies are the top recruiters of the branch. Over 100 companies recruit CS Engineers from KIIT, Bhubaneswar.

According to previous years the closing rank for CSE in Kiit University was 5044 hence you (with a rank of 3429) have a high chance of getting a seat in cse in further counselling rounds. As for IT the last rank to have gotten a seat was beyong 15000 hence you have a great chance of getting a seat in IT as well. I would suggest you one thing, forget about your placements and start studying .
If you r studying in 3rd/4th year of engineering, then I would suggest you to brush up all the electrical engineering concepts if you r willing to join in electrical core companies.
Organizations like Voltas, Philips, Tata steel etc core companies hire from Kiit every year. Of course the number of intakes are very much lower than the IT companies. Therefore the competition is also hiigher. Since they DONOT need a bulk of engineers , they only opt for the best and fittest for their position.
Work hard, build your concepts I your domain. Learn some additional software packages like MATLAB, etap, Arduino etc. to weigh your CV.

College Infrastructure
The college's Infrastructure is great and has a very premium appeal compared to what I have seen so far in other colleges i have visited. Although of the fees here is very high too but the experience makes it worth it. The ambience, the comfort and the good environment is soothing. Although the current scenarios have been a bit left and right around the college due to 2 frequent suicides and spreading of misinformation, I think else wise it is a great place to be in. Basic amenities like wifi, washrooms, food and all are of top quality and there are not many extra restrictions related to any of it either.

College Infrastructure
The infrastructure is really good. Many trees surround the entire campus. College has all the necessary infrastructures, facilities and equipments. Classrooms have smart boards which make teaching-learning process more advanced.
