Comparing IIT Roorkee Mechanical and IIT Ropar Mechanical in terms of MNC placements:
IIT Roorkee has a long-established reputation with strong industry ties and typically sees higher placement rates and some very high salary offers in Mechanical. Many top MNCs like Google, Microsoft, Goldman Sachs visit regularly.
IIT Ropar is newer but growing fast, with good connections to big MNCs too. Their average packages are competitive, especially in core branches, and companies like Amazon, Microsoft, and Google also recruit here.
But On Bottom line:

CSE at older nits will carry the legacy but cse at new iits may not have the legacy right now but they will always have that brand and one's they are old enough they would beat even older nits thanks to the heavy funding received by the government. Brand name of an iit will always remain with you for life that would also give you an edge in placements and higher studies but at the moment you can choose older nits as well owing to fierce coding environment and the brand name and legacy they have made by now.

The placement record for CSE branch is any college is the best as compared to other branches and almost all the students of the branch are placed easily in some or the other company.
CSE at IIT Ropar is very good, It has very good packages and good research opportunities. Considering CSE placements 2019, 96% students were placed. Companies like Amazon, Google, Flipkart, Microsoft, Goldman Sachs were top recruiters. Major role was of data analysts. the highest package was 85 LPA, Dubai Average package was 18 LPA Least was around 10lpa offered to our course. Almost 40% get internship in companies mentioned above, remaining 60% also got internship in good companies.

I will suggest to go for IIT ropar or IIT mandi and study coding IIT will provide you oppotunites and if you do not want to study coding the i will suggest to go for NIT rourkela as the placement of electronic branch are good .

In my opinion you should go for IIT Ropar.
Well I'll be honest! I've no idea of IIT Ropar whatsoever. But I'll talk about ISM Dhanbad which is now an IIT. Location wise it's not a very good place. No airports and all, so I think, and it's my view, that big companies shy away from coming here.
But now that it has become an IIT, maybe the placement scenario has changed. You should try asking some of the current students on their Facebook pages of both the colleges. This will give you a clear idea.
I personally won't recommend to go with electrical of ISM. May be scenario get changed due to the IIT tag from last year but still current placement scenario is not so good of electrical. Rather than I will suggest you to opt ECE or Mechanical at Ism Dhanbad .

IIT Ropar is one of the newest IITs in India. Infrastructure is very good and since it is new college is has all the modern state of art facilities available. Hostels are very good and are well equipped for comfortable lodging and boarding. Hostel rooms have water coolers installed.
All the necessary infrastructure, facilities and equipments are there in our collage. There are separated department building are there. Wifi facilities is all over in the campus. Smart boards are also present in all the classes. Living spaces are also clean.
The college has good infrastructure and has almost all the facilities and equipment. Nearly all places have wifi facilities and all the necessary things and they are well-maintained. almost every part of the college is clean.
