Very first thing I would like to clear you is that there is no home state quota for IIITs, seat are only allotted through All India quota.
As we go through the latest cut-offs of JEE-Main 2021 of JOSAA 6th round then it shows that the closing OBC rank was 2263 for Information Technology branch in IIIT Allahabad for OBC category.
Now to secure such rank you should have your JEE-Main 2022 score at least 180+ marks out of 300 and percentile against this is expected to be in the range of 99.2+.

Dear aspirant,
If you were to take my opinion then you should opt for nit Rourkela because its ranking is better both in management and engineering and it is also more renowned than mnit Jaipur.
In terms of placements both these nits are at par because the average package is not much as compared to a top B school. The average package in management is around 5-6L per annum in both the nits so i would recommend you to kindly if possible opt for other college which has strong alumini network in management and has good placement stats.

No, you cannot get admission to M.Tech Very large-scale integration (VLSI) if you have appeared for GATE Instrumentation paper. In CCMT counselling the qualifying and GATE paper are mapped with Institute, Department and the course. So you need to check the mapping of qualifying and GATE paper are mapped with Institute, Department and the course which is available on the CCMT website: https://ccmt.nic.in/CCMTRegistration2021/Report/SeatMapping.aspx?boardid=105012121
Even if you have scored more than the cut off score you will not be allotted seat in an NIT if your GATE paper and qualifying examination is not as per the seat mapping of the institute, department and course.

As you are diploma holder, so you are not eligible for MNIT, Jaipur. You can take JEE Mains exam and qualify in that and take JEE Advanced and can study in IITs. Though you can write JEE Mains you cannot take admission into NITs. You can take Uttar Pradesh State Level Lateral Entry Entrance examination for admission into other Colleges in Uttar Pradesh through Lateral Entry mode into 2 nd year of B.Tech.

From next time, you should make sure that you are consistent and revise your concepts studies on a regular basis so that it doesn't get stalled becoming a burden.
You can analyse the question papers of previous years because they would give you the best idea about the types of questions asked and you can prepare accordingly.
Many times it happens that the concepts once studied and understood still pose to be a problem in the exams if it is not revised regularly. Even if you are sure that you are thorough with the concepts, do not neglect it.

You are suitable for a state quota in MNIT, Jaipur. 50% of seats are devoted to this quota.
50% of seats are devoted to OS quota is for learners not from Rajasthan.
If a learner of any region accomplished 10+2 from Rajasthan then he/she is entitled to a state student quota w hile obtaining admission at MNIT, Jaipur.
Other regions learners who prepare for JEE in KOTA are contemplated as the home state students.
So, obtaining a seat as a home state student needs a reasonable position in the exam.
