Well dear every university has a budget,they spend money on what they think is  on their top priorities,like few universities don't spend alot of money on the infrastructure,rather they spend money on providing better education,health facilities etc.

For the govt. college the marks required are around 500 and more. So you have less chances of getting the govt. medical college in odisha though I would suggest you to apply through the state quota seats. There you can have the chnaces of getting the govt. seat through reservation. The cutoff marks for the previous year for odisha for the govt. medical college were 420 with the rank 62639 in govt. medical college and hospital in Balasore for the SC category. In first year of Engineering in Mumbai university you will be offered the subjects like

Congratulations for cracking EAMCET.

But sorry to say that You can not get a seat under Mumbai University's government Colleges as you got 40,000 rank.It is not a good rank and you are an Open category student.

So you have no chance to get into Mumbai University's government Colleges.

I would suggest you to opt for good Private Colleges.

And according to the notice put up on the Jai Hind College website, you'll have to submit these forms along with the documents on or before 13th June.

Yeah you will get MU,Medical Colleges For MBBS with Management Quota Seat Only.Because your Rank is Very Low and Marks are not so good to get any good government colleges you have only chances to get any private colleges through Management Quota like Manipal Medical College,Let me tell you Fee strucuture of Manipal University May be higher but still if you wanna choose then you Can go for it.
