For NIT Rourkela, homestate quota, considering the previous year's cut offs, food processing engineering closes at the highest rank of 52k followed by bio medical engineering at 48k. Whereas computer science closes at the least of 8k.
So, if you want to have a seat in less famous branches, it is ok even if your rank is around 45k.
But if you want to have a seat in popular branches, make sure your rank is around 5k.

Yes you are qualified. The eligibilty criteria is just you have to qualify the JEE Main Cutoff category-wise.
and to come with in the range of seats reserved as per category. Hope you have did your best in the exam.
Even with your JEE main marks and qualification you can get IIITs or GFITs. You should go for one.
JEE advance will also help you to get an IIT with a top score.

Mining engg in NIT Rourkela is quite good, because the placement scenario is quite decent, lots of companies come for placement also some give pre placement offers These are list of companies come to NITR.

The rating given for NIT ,rourkela is 4.3 overall.
It is regarded as best compared with the other.
Both of the NITs are good
Overall , rourkela has got few bonus points yo go for.
Now my humble suggestion is please try to find first about the future scope of VLSI and instrumention.
Then see if you are interested or not
Then look at my answer below.
This is just a suggestion,
VLSI is good infact harder to catch ,once caught you get attractive packages.

You should go for CSE at IIIT Lucknow. If you want a better exposure faculty and facilities then go for this college otherwise if you to study the metallurgy engineering then you can also go for nit Rourkela. Nit Agartala is not very much good in terms of packages of placement and facilities when you compare it with these two colleges.
So in my opinion just join IIIT Lucknow.

The infrastructure of National Institute of Technology Rourkela is so beautiful as other NITs. We have all the world class facilities available in the campus all the infrastructure has some story of success
The laboratories were equipped with all necessary equipment. Each department and the library have open Wi-Fi access. The hostel provides spacious rooms that can accommodate two students. The mess facilities were somewhat manageable for students from other states. Additionally, we have access to free medical services here.
The infrastructure is very good. We have an indoor stadium, a football field, and a cricket field. Campus has Wi-Fi everywhere, classrooms have ACs and labs are also good and equipped with all instruments and machines. In hostels, the quality of food is good. Different types of food options are available for North Indians and South Indians. The college has a medical center with a doctor available 24 hours a day. Sports facilities are also available at college.
