According to the previous year cutoffs for IIT JAM chemistry under CCMN counselling , the minimum score needed to get a seat in NIT ,Rourkela for general category is 57.33. Since , your score is much less than that , you have no chances of getting a,seat in NIT Rourkela.

With your mentioned rank it is highly unlikely for you to get into NITs. You could still apply for the josaa counselling process and try your luck. But I would suggest you to try for state level engineering colleges which accept JEE main scores. You could get good colleges and your desired branch. Yes you will get seat in NIT, Rourkela with OBC rank 25730 in Bio Medical, Bio Technology, ceramic , civil, Food processing, Mining,Industrail Engineering Branch. Wait till the last round for any better branch.

For NIT Rourkela, homestate quota, considering the previous year's cut offs, food processing engineering closes at the highest rank of 52k followed by bio medical engineering at 48k. Whereas computer science closes at the least of 8k.
So, if you want to have a seat in less famous branches, it is ok even if your rank is around 45k.
But if you want to have a seat in popular branches, make sure your rank is around 5k.

The infrastructure of National Institute of Technology Rourkela is so beautiful as other NITs. We have all the world class facilities available in the campus all the infrastructure has some story of success
The laboratories were equipped with all necessary equipment. Each department and the library have open Wi-Fi access. The hostel provides spacious rooms that can accommodate two students. The mess facilities were somewhat manageable for students from other states. Additionally, we have access to free medical services here.
The infrastructure is very good. We have an indoor stadium, a football field, and a cricket field. Campus has Wi-Fi everywhere, classrooms have ACs and labs are also good and equipped with all instruments and machines. In hostels, the quality of food is good. Different types of food options are available for North Indians and South Indians. The college has a medical center with a doctor available 24 hours a day. Sports facilities are also available at college.
