Firstly you should have specified the course, however, there seems like there is a low chance of NIT Rourkela for you. If we see the last year's cutoff even in the last round, you can get B.Tech + M.Tech Chemical Engineering if you belong to the home state,

Looking at the [previous year JEE mains cutoff for NIT Rourkela, and with the above mentioned rank in SC category in Home state male, you have very difficult chances of getting Any branches as even for lower ranked branches (like mining, ceramic engineering, civil engineering, mechanical engineering, etc)
The College Infrastructure is great and has all the necessary facilities on campus. The stadium, swimming pool, and sports complex are well-maintained. Every hostel has a dedicated gym. The Classrooms are equipped with Smart Boards, ACs, and Proper Benches; everything which are needed for students is available on the Campus. The Food Taste-wise is average, but proper hygiene is maintained.
