Firstly you should have specified the course, however, there seems like there is a low chance of NIT Rourkela for you. If we see the last year's cutoff even in the last round, you can get B.Tech + M.Tech Chemical Engineering if you belong to the home state, otherwise, you cannot because, for other states, the rank closed at around 4k.
The second option is B.Tech + M.Tech Metallurgical & Materials Science, there is a chance here only if you belong to the home state.
The third and last option is B.Tech. Food Process Engineering, that too if you belong to the home state, as for the HS, the rank closed at around 10k.

With the above mentioned rank in SC category in JEE mains and according to the previous year JEE mains Cutoff data, you have difficult chances to get low branches in NIT rourkela even with the Home state quota. The previous year jee mains Cutoff for Biomedical Engineering (the lowest Branch) in NIT rourkela for SC category students was around 7643, for Home State, and for Other state the cutoff was 4721. So, with the above rank you have difficult chanecs of getting any low branch in NIT rourkela.
But do not worry as you can get admission in other Low ranked NIT's if you have the home state quota for those colleges. Secondly, you can also take admission in many of the good state level engineering colleges in State Counselling because these state colleges are much better than most of the Low-ranked NIT's as well.

NIT Rourkela has a good track record in terms of placements. In 2021, over 28 placements happened under the M.Sc. program, out of which 13 were recruited from the Life Sciences dept. While, the highest package was bagged by a student from Earth and Atmospheric Sciences dept.

Mechanical Engineering is the best branch at NIT Rourkela in terms of placements, and Faculty. Computer Science and Engineering can be the second branch in terms of placements though the teaching standards is not so good. But the research facilities are very good.
also ,,,In my point of view civil engineering at NIT rourkela is a better choice . Placements: There is average placement in civil engineering department.

You can choose any of the above colleges and their respective branches as they all are one of the prestigious colleges of India.
But if you ask me, I would suggest you to go for NIT rourkela or MNNIT allahabad as they are one of the best and top NIT's in India according to the NIRF ranking. but for that you have to sacrifice your favourite branches because honestly, the placements opportunities in Biotechnology and ceramic is not very good. Similarly if you have to get for good branch like ECE you must take INMIIT as the placements for ECE is considered to be much higher as compared to Biotechnology and Ceramic. So, I think that you must go for Ceramic Engineering in NIT rourkela as the placements are also nice in this college for Biotechnology.

So let's evaluate your situation, NIT Rourkela is a better college, and CSE is a better branch, and you already know this. So let's get to the point
In your particular case I would have gone for SVNIT CSE if I would have been at your place, and I would suggest you to do the same if you don't have any affinity for Electrical or any phobia of CSE. It is because SVNIT is a fairly decent NIT and possess decent enough reputation, so you aren't going to feel disappointed by it at any point.
Now the thing you need to note here is, that it just my recommendation, and is subjected to the assumption that you have no particular affinity to any subject, if you have then I would highly recommend you to go with that subject...

Looking at the [previous year JEE mains cutoff for NIT Rourkela, and with the above mentioned rank in SC category in Home state male, you have very difficult chances of getting Any branches as even for lower ranked branches (like mining, ceramic engineering, civil engineering, mechanical engineering, etc) the closing cutoff for Sc category is around 5k-7k. So going for any core branches (like CSE, ECE, EEE, etc) with the above mentioned rank in SC category is also difficult.
So ultimately it will be very difficult for you to get any branches in NIT warangal with this rank in SC category. But do not worry as you may get some lower ranked NIT in this rank.

The infrastructure of National Institute of Technology Rourkela is so beautiful as other NITs. We have all the world class facilities available in the campus all the infrastructure has some story of success
The laboratories were equipped with all necessary equipment. Each department and the library have open Wi-Fi access. The hostel provides spacious rooms that can accommodate two students. The mess facilities were somewhat manageable for students from other states. Additionally, we have access to free medical services here.
