Marks vs rank is not out yet generally. Last year NIT Rourkela's cut off marks for the last round of counseling (round 3)  are as follows: 

1.  OBN - 25.67

2. OCN - 31.00

3. SCN - 15.33

4. STN - 12.33

Since you know your marks, if your rank corresponds to these marks or a higher mark, then you have a good possibility of admission.

Sorry but to get a seat in nit Rourkela you must score a rank within 250+ to be on the safer side of securing a seat as per the previous year cutoff. The cutoff varies every year so nothing could be said with complete surety. However the better your scores are the better are your chances of getting your desired seat.

The factors that determine the cut off in JEE mains 2019 are the number of candidates applying for the admission, difficulty level of the paper, cut off trends in previous years, category of the candidate, number of seats on offer. The following are the cut offs for the course of B.arch, JEE 2018. For general, the opening rank is 639 and closing rank is 1712. For OBC, the opening rank is 292 and cut off rank is 835. For SC, the opening rank is 149 and closing rank is 305. For ST, the opening rank is 28 and closing rank is 135.

If you want to be placed in a good company after an M.Tech  you can choose old NITs specifically NIT Trichy, NIT Warangal or NIT Suratkal.

But if you are interested in research, you can choose new IITs. IIT tag may help you in getting a PhD from a good university. And for IIT Tirupati, since it is a new IIT and M.Tech batches have started just last year nothing can be said about its placements. Depending on the cutoff scores you can choose whether go to for spot rounds in other IITs or go with IIT Tirupathi. New IITs are developing at a fast rate. The infrastructure in IIT Tirupati is still in developing stage whereas the academic structure here is very good and the professors here are also highly qualified. But you should be ready to put in efforts by yourself too. 

If you are interested in doing a PhD after M.Tech, then NIT Rourkela would be a very good place.  If you do good research during M.Tech and publish your research as a journal paper, there is a good chance of doing a PhD in prestigious IITs like Bombay, Chennai, etc. Professors here have good knowledge and experience and infrastructure is quite developed along with good lab facilities.

If you are interested in campus placements after M.tech then Computer Science department people are luckier in that case. But in other departments, placements are not that good for M.tech students. Still, a few specialisations here can give you better placements if you work hard during your course curriculum. And if you are planning to prepare for competitive examinations along with your M.tech, you will get ample time to prepare but it needs good planning and time management.

A decision regarding any technical institutions should be made keeping in mind better infrastructure and facilities available. NITs have stronger alumni network as compared to the newer IITs. But IITs are better in themselves. So decide as per your interests and convenience.

Hi Soumya. With this percentile it is very tough to get the top branch in nit rourkela. But you can get the  B. TECH in BIOCHEMICAL ENGINEERING, BTECH in the BIOMEDICAL ENGINEERING, B. TECH and IDD in the CERAMIC ENGINEERING and very low chance to get BTECH in CHEMICAL ENGINEERING.

All the colleges you mentioned have good placement opportunities. But NIT Rourkela has the the record for the highest employee package received by students in transportation among the choices you have provided. But the average package of VNIT Nagpur is more than Rourkela. This means that even though Rourkela has the record for the highest package,  the total number of students who get good packages in VNIT is more than NIT ROURKELA.

The infrastructure of National Institute of Technology Rourkela is so beautiful as other NITs. We have all the world class facilities available in the campus all the infrastructure has some story of success

The laboratories were equipped with all necessary equipment. Each department and the library have open Wi-Fi access. The hostel provides spacious rooms that can accommodate two students. The mess facilities were somewhat manageable for students from other states. Additionally, we have access to free medical services here.

The infrastructure is very good. We have an indoor stadium, a football field, and a cricket field. Campus has Wi-Fi everywhere, classrooms have ACs and labs are also good and equipped with all instruments and machines. In hostels, the quality of food is good. Different types of food options are available for North Indians and South Indians. The college has a medical center with a doctor available 24 hours a day. Sports facilities are also available at college.
