For jee mains 2019 the results are officially released by National testing agency NTA. The nit colleges cutoff depends on which rank you got not on marks.
As per previous years ranking the opening rank for O-BC starts from 2129.

The cutoff rank for OBC in NIT ROURKELA differs due to number of applicants increased for every year.
The JEE Main cutoff for NIT Rourkela is the minimum marks below which means that no candidate will be allowed to participate in further admission rounds, including counselling.for 2019 JEE mains

For once category was 2123 .
By 2017 , for obc-ncl category it was 2285.

The up gradation only depends upon the availability of seats in the colleges and vacancy under a particular course as well as on the marks you have scored and on your rank we can't be absolutely sure about the up gradation.
