JEE Mains is an annual exam that is conducted by the National Testing Agency and the CBSE for admissions to undergraduate engineering courses in NITs, IIITs, GFTIs and other institutes. It also serves as the first stage for admission to IITs through JEE Advanced.
As for your question, according to your marks and considering that you are an EWS category candidate, you should be able to get admission in NIT Silchar.

You can definitely get into NIT Silchar. If you have applied through home state quota, you have a 90% chance of getting any stream of your choice. If this is not your home state you might only be eligible for Mechanical and Civil engineering if you are from the general category. If you are not from general you have a better chance at other streams are well.

TO join into IIM'S firstly you need to crack entrance exam like CAT and score very good and also get through other rounds like GDPI to enter into top IIMS (99+)
secondly with regard to intership and placements ,as you are already highly qualified with btech and mtech degree + you also have work experience ,once you enter IIMS ,you can stand out the crowd and have better chances for good opportunities at your disposal with regard to internship and final placement
and let me also say that you are not poor in academic ,you are an avg student and if you want to get into IIMS you can ,provided you work hard to crack the CAT EXAM.

College infrastructure is good not excellent as it is a very old college( built in 1960's) so not as good as private colleges but it is ok campus is very big and there is no issue in hostels or classes they are comfortable enough.They provide all the basic facilities to students.Hostels are cleaned almost everyday.Classrooms are occupied with smart boards and well maintained benches.
NIT Silchar maintains a well-maintainned campus with modern infrastructure - spacious classrooms equipped with smart boards, central library, sports facilities and descent hostels. Overall infrastructure is good which helps in excelling in academics and extra-curricular activities.
