Congratulations for securing a good rank in TS PGECET. Osmania University and JNTU, Hyderabad are top Institutes for engineering. The gate qualified students have higher preference and most of the M.Tech seats are filled through gate. Hence the chances of getting seat in these colleges through pgecet is very low.

It also depends on number of students seeking a seat in the same branch and having a better rank than yours.
But you have a decent rank with the category advantage. According to previous year cutoff, you can get a seat in M.Tech in urban transportation in JNTU.

Osmania University, Hyderabad founded in 1918 is the third oldest in South India and the seventh oldest in the Country. Osmania University, Hyderabad is accredited by National Assessment and Accreditation Council (NAAC).

With a double digit rank you can definitely get into Environmenal engineering in Osmania University. Although you have not mentioned your category, I think rank 12 will get you through.

That was a decent rank but with this rank you cannot get full fee reimbursement from the government if you belong to general or bc category but if you belong to sc or st then you might get full fee reimbursement from the government only if you have income certificate with below 1lakh annual income.

Both the Colleges are  equally marvellous .The selection criteria depends on you .If you want to study masters in other colleges like IITs or nits then you can simply go for Osmania University regular btech program .If you want an integrated course you can go for jntu Hyderabad. Your bachelor's and master's will be completed .The placements are equal in both the Colleges.The average package is around 3 lakhs and highest package is around 12 lakhs. So decide and move forward
