In the 2015-16 session, 5 students of the aerospace department were eligible for placements, out of which 4 were placed. In total, 83 companies visited the campus and 305 offers were made. The placement percentage is 98.85% (263 eligible candidates, 260 placed). 43 job offers proposed an offer of 10 lakhs or above. The average package is around 6-7 lakhs, the lowest package is about 2-3 lakhs and the highest package was 27 lakhs offered by Amazon to students of computer science and IT departments(now we have computer science department only).
Companies like JP Morgan, McKinsey, DRDO, HAL and Sukhra Helitek(Aerospace) visited the campus during last placement session. 18 students of the aerospace department got internship placements ( 15 off-campus). Total 405 students were selected for internships and 29 students went abroad for internships.

Punjab Engineering College, Chandigarh has higher rank
BE Mechanical Engineering in Punjab Engineering College, Chandigarh has higher cutoff through JEE Main
B.Tech Electronics and Communication Engineering in National Institute of Technology Hamirpur has lower fees

As far as the infrastructure and faculty is concerned, PEC punjab being a very old college, has definitely a better faculty full of experienced teachers but NIT Hamirpur has got more students intake

PEC Chandigarh has one of the best Mechanical Engineering Departments in North India next to IIT Delhi and IIT Roorkee. Having good infrastructure, faculty and research facilities, PEC Chandigarh provides excellent and in depth technical education.
Companies like Tata Motors, Maruti Suzuki, GE, Mahindra, Hero Motocorp, Honda and many other Top Recruiters make their footfalls on campus and you can expect a median package between 5-10 LPA.

Coming to your question, I think the choice has to be made based on what your interests are since both the fields(communication and computer engineering and mechanical engineering) are different. Doing a course that you have a passion for will help you in the long run.

Here i'm providing some information about pec university
In the year 2018-2019, almost 97% of the student from our course, i.e., B.Tech CSE got placed. The highest salary package offered was 37 LPA, the lowest salary package offered was around 3.5 LPA and the average salary package offered was 14 LPA. Top recruiting companies of our college were Amazon, Arcesium, Microsoft, Goldman Sachs, JP Morgan, Salesforce and Adobe. Top roles offered to the students were of a software developer. Almost 70-80% of the students got an on-campus internship.

Between CU(Chandigarh University) and PEC (Punjab Engineering College), I suggest you to go with PEC, because this college provides 7LPA for BE/B.Tech compared to CU. PEC Chandigarh has good infrastructure. There is a new building block, some new labs, new classrooms with air conditioning and new offices. There is unrestrcited Wi-Fi all over the school. There is a new and modernized library. A 100-computer cluster for students has been installed in the computer centre.Members of the faculty are very nice and supportive.They are highly trained and have in-depth knowledge of their subject matter. Nearly all of them have M.Tech or PhD degrees from reputed Indian colleges such as IITs, NITs, PEC etc.The curriculum of the course is well designed and almost identical with that of the IITs.It is planned in the light of the need for industry today.Placements at PEC Chandigarh are excellent.Every year more than 90% of the students are getting placed. Packages offered for salaries are fine. Last year, Microsoft's average compensation package offered is 42 LPA. For 2017 series, the average compensation package offered is 9.12 LPA.Big recruiters include Apple, Amazon, Samsung, Arcesium, Jp Morgan, Texas, Maruti, Honda and several more. To add on, PECfest is one of North India's biggest festivals and draws a huge crowd. It's a PEC techno-cultural festival, and the 3 days of PECfest are the most enjoyable days of college life. The PECfest 's star night performers are famous celebrities such as Farhan Akhtar, Sukhwinder Singh, Amit Trivedi, Guru Randhawa etc. It is good to PEC over CU.

The admission in Punjab Engineering College, Chandigarh is based on merit in JEE Main Paper 1. So you need to appear in JEE Main and qualify in it to get admission in B.Tech. And allocation of seat in through CSAB JoSAA counselling. The eligibility to get admission is that candidate must have passed 10+2 with 45% and for SC/ST/PWD it is 40% marks from a recognized board.
